Maybe start at 1.5 turns out.
The way I've always done it is to turn in the idle stop screw to get a fast idle (partial throttle) or have someone with very steady hands hold the throttle partially open, then adjust the air screw to get the highest engine speed, then slowly start closing it (clockwise). When the engine speed just starts to drop, open it back slightly (trying to find the 'edge'). Then reset the idle stop to your desired idle speed. This screw should affect your partially open throttle mix at idle and just above until the slide's needle takes over as it is lifted.
